Well, in three weeks the government of Egypt has changed. What this marks is, a truly seismic shift in how the world is organized. And it marks the end of the American Empire.

さあ、この三週間でエジプトの政府が変わりました。これは、国際政治のとてつもない転換です。それと、アメリカ帝国の終わりの印です。

The American government has been sent into panic over this. Secretary of State recalled all US ambassadors from all over the world for an emergency meeting.

エジプト革命で、アメリカ政府がパニック状態に成りました。クリントン外務長官は世界中のアメリカ大使を緊急な会議に呼びました。

What was said at that meeting, I don't know, but at a guess, I would say it was panicked instructions to the ambassadors, find out what is going on in your countries and stop any revolutions.

その会議の内容を私は分からないけれど、推測で、全アメリカ大使に緊急な命令、彼らがアメリカ代表している国々で、革命に成る可能性が有るかどうかとその革命を止めなさい！みたいなパニック命令を出したでしょう。

The thing is, I don't think the Americans have any clue what is going on, and the American government is terrified. But it is their fault. The American government has long purged intelligent and capable people about the Middle East from the State Department and government service.

正直に言うと、アメリカ政府はエジプトでどう言う事に成っているのかを全然分かっていないようですし、オバマ政権は恐れています。しかし、それは、アメリカ人、自分達のせいです。アメリカ政府は昔から中近東について知識が有る有能な人を、国務省と米政府から追放しています。

There are two main culprits here, AIPAC and the American Neocons. AIPAC did not want any official in the US government who did not unquestionably support Israel. With the Neocons, particularly under President George Bush, they did not anybody who was not a yes man, who did not have absolute loyalty to President Bush.

ここで問題の有る組織は基本的に二つ、AIPAC,（アメリカ／イスラエル公共問題委員会）とアメリカのネオコン達です。AIPACの方は、イスラエルを完璧支持しない官僚がアメリカ政府で働く事に反対です。ネオコン達の場合、特にブッシュ大統領政権の時に、完璧にブッシュ大統領に忠実、太鼓持ちをしている人以外が政府で働く事に反対でした。

The US has a history of supporting corrupt leaders in various countries. The US supported the Tunisian leader, Ben Ali, even though it knew he was corrupt.

アメリカは、色々な国で腐敗のリーダーを支持している長い歴史が有ります。アメリカはチュニジアのリーダー、ベンアリ氏がとても腐敗な事を分かっても支持しました。

In Japan, the US had always supported the LDP, even despite many scandals.

日本では、数多くのスキャンダルでも、アメリカはいつも自民党を支持しました。

This kind of thinking dates from the Cold War. Back then, both the United States and the Soviet Union were in competition for influence in countries around the world. It was felt a great danger by American officials if the Soviet Union could gain influence in a country.

こう言う考え方は、冷戦時代から残っています。その時に、アメリカとソ連は世界の国々で影響が出来るように競争しました。もしソ連の方がどこかの国で影響が出来ましたら、アメリカ政府の官僚が危険性と感じました。

America tried hard to build relations with various nations. And then, America would build a base, or negotiate agreements for the American military to use facilities in those countries.

アメリカは一生懸命に色々な国と縁を作る事に努力しました。それで、アメリカはその国々で軍基地を造って、それかその国々に有る軍基地を利用出来る許可を交渉します。

Of course, the American government would turn a blind eye to any corruption, or if the government concerned was a dictatorship or not. The phrase used by government officials at the time was "That leader might be a bastard, but he is our bastard".

勿論、その国の政府は腐敗かどうか、独裁主義かどうかの事に見ない様にしました。当時、アメリカ官僚が使ったフレーズが、”そのリーダーは不愉快なやつかも知れないが、彼は我々向きの不愉快やつだ”が有りました。

With the disappearance of the Soviet Union in 1991, the need for such a policy also disappeared. But unfortunately, the primary focus of American relations has remained the building military bases in more countries, and trusting in corrupt leaders to control their various populations.

１９９１年ソ連崩壊で、こう言う国際政治政策は必要がなくなりました。残念ながら、アメリカ外交の基本は昔よりもっと数多くの国々に基地を造ったり、それと色々な新しい国でその腐敗、不愉快なリーダーを彼らの国民の支配に任して、その国をアメリカ向きの状態に守る事です。

And with little knowledge of Arab people, The American government is shocked by this revolution. Secretary of State Clinton has particularly panicked. She has made many remarks to the point that, there is some hidden radical Islamist movement that is in charge of the Egyptian revolution.

それと、アラビア人について知識がなく、このエジプト革命でアメリカ政府がショックに成りました。特に、クリントン外務長官がパニックになりました。彼女の発言で、このエジプト革命で何か隠れた黒幕みたいなイスラム過激派が有るでしょうと言っています。

This kind of thinking fits exactly with the concept of American Exceptionalism. Americans believe that they are giving the "Great Gift" of the American lifestyle and Democracy to various countries.

この様な考え方は、”アメリカ特別さ”の考え方を象徴しています。アメリカ人の考えで、色々な国にアメリカの”素晴しい贈り物”をアメリカ人が与えていると信じています。

But they truly do not study the life of those countries. Americans who do speak their languages and understand these nations will have different opinions, are ignored. So when something like this revolution in Egypt happens, they are shocked and confused.

しかし、アメリカ人は他の国の事を勉強しません。他の国の言葉を話す、その国を理解しているアメリカ人はアメリカで無視されています。それで、このエジプト革命みたい事件が起こると、アメリカ人は困惑とショックです。

In this crisis, the US position shifted from President Obama demanding Egyptian Mubarak's immediate departure to a phased situation where General Suleiman will rule until President Mubarak retires in September. Then back again to Mubarak's leaving. And General Tantawi is in charge.

この危機で、アメリカの立場は、最初にオバマ大統領がエジプトのムバラク大統領の緊急辞任を要求して、それは突然スーレマン将軍に替わり臨時大統領に成り、ムバラク大統領は９月で引退する事に成りました。最後に、やはりムバラク大統領は早速辞任した方がいいに決定しました。

What a mess, America is dazed and confused. What the Americans cannot understand is that this is a popular revolution. The people of Egypt just do not want Mubarak anymore. They are angry because there are no economic oppourtunities. They are angry at the Egyptian government's attitude towards Israel on treatment of the Palestinian people, and the Egyptian government's continued kowtowing towards America.

メチャクチャの事ですし、アメリカは放心状態と困惑です。やはり、これはエジプトの国民の革命の事をアメリカ人が理解出来ません。エジプト人は仕事の可能性がない事に怒っています。今までのエジプト政府がイスラエルのパレスチナ人いじめを無視している事に立腹しています。エジプト政府のいつもアメリカにへつらう事にたいして憤慨しています。

The situation here is very similar to America's misunderstanding of the Iranian revolution in 1979. Iranians just did not want to be Americanized. The Shah of Iran of Iran, who was acting under American influence, tried to bring American ways of business and culture into Iran.


この状態は、アメリカが１９７９年イラン革命の解釈違いと似ています。イラン人はアメリカみたいな生活に反対でした。イランのシャー（国王）はアメリカの影響で、アメリカの文化とビジネスを強制的にイラン人に押し付けました。

When the people of Iran did not want this, the Shah tortured them and killed them. The result was revolution. To Americans, this was seen as a rejection of American culture. To American thinking, American culture is the best in the world, if you reject it, you must be an enemy.

イラン人は、こう事を拒否しました。シャーはこの行動に反対のイラン人を拷問と殺しました。その結果は、革命でした。アメリカ人は、この革命はアメリカ文化を拒否していると考えました。アメリカ人の考えで、アメリカ文化は世界で一番で、アメリカの文化を嫌いなのはアメリカの敵です。

But Americans still cannot understand that the Iranian people want to live in their traditional way. Americans feel that if the present Islamic government of Iran were destroyed, Iranians would love to live the American lifestyle.

イラン人は伝統的な自分達の生活をしたいと、アメリカ人は理解出来ません。アメリカ人の気持ちで、現在のイランのイスラム政府を壊す事が出来れば、イラン人が喜んでアメリカの様な生活を選択します。

That is why there is a continued series of sanctions and threats of war against Iran. That is why America pressured Japan to give up oil field development in Iran some years ago. And this is why all of a sudden Secretary of State Clinton is announcing strong support for demonstrators in Iran, even though she was reluctant to support Egyptian demonstrators. The general American thinking is that Islamic government is preventing the Iranian people from enjoying American culture.

この理由で、アメリカはいつもイランにたいして制裁と戦争の脅かしをしています。この理由で、アメリカが日本にイラン油田開発を辞める様に圧力をかけました。この理由で、クリントン外務長官は突然エジプトのデモ隊にたいして支持する事を不承不承して、イランのデモ隊にすぐ強い支持をしていると発言します。一般のアメリカ人の考えで、悪いイランのイスラム政府はイラン国民をアメリカの様な生活を楽しめる事を止めています。

And that is why America cannot understand that this revolution in Egypt is a popular revolution. American government officials and most media keep speculating on what radical Islamic leaders are leading the revolution. They simply cannot understand that there is no such group, it is a spontaneous popular revolution.

これで、アメリカ人はエジプト革命は普通の国民から始まった事を理解出来ません。アメリカの官僚とマスコミはいつもどこかのイスラム過激派リーダーの指導ではないかと思索しています。普通のエジプト人の革命の事を理解出来ません。

America has long supported Israel, no matter how harshly Israel treats the Palestinian people. This is part of the cause for the present trouble.

アメリカは長い間イスラエルを支持していますし、イスラエルはパレスチナ人にどんなひどい活動をしても支持しています。現在の混乱で、これは大きな原因です。

What will be the result of this Egyptian revolution?

このエジプト革命はどう言う結果に成るでしょう？

Well, this is likely the end of American influence in the Middle East. In nations all across the region, America has put it's support behind small groups of rulers who are corrupt and dictatorial. All of these leaders worry about revolution in their own countries.

中近東で、アメリカの影響は終わるでしょう。この地域で色々な国で、アメリカは数人の腐敗な、独裁主義リーダーのグループを支持しています。このリーダー達は皆自分の国で革命の可能性を心配しています。

So revolution is likely to spread. America will be forced to withdraw from the region.

革命は広がるでしょう。アメリカは中近東から撤退に成るでしょう。

What about Japan in all this? We should be careful not to get drawn into this American disaster. It is a result of American mistakes. They are likely to make some panicked demand that Japan send the Jieitai or something.

日本は、どうしたらいいですか？この災害に引っぱられない様に注意した方が良いです。この問題は、アメリカの色々な間違いの結果です。アメリカはパニック的に日本に”自衛隊を出せ！”のような要求をするかも知れません。

But I think the best course for Japan is to sit back and wait. This is too big, there is no way Japan can help America out of this mess.

この場合に、日本は待っての方がいいです。これは大き過ぎて、日本はアメリカにこの問題でヘルプは出来ません。
