中国軍艦が射撃管制用レーダーで海自護衛艦に「ロックオン」しました。 Chinese warships lock on Japanese vessel with fire control radar


In January, a Chinese warship locked on a Japanese Naval vessel and helicopter with weapons fire control radar on two separate occasions.

1月に、二つの別の事件で、中国軍艦が海自護衛艦とヘリコプターに射撃管制用レーダーで「ロックオン」(連続追跡)しました。

This is extremely provocative.  It is very nearly an act of war.  In the Cold War, both the US and the Soviet Union created incidents that very nearly led to nuclear war.  Both sides took a look at the prospect of world wide
thermonuclear war arising from a misunderstanding and or an accident.

これは、とても刺激的でした。戦争開始近いです。冷戦の時代、アメリカでもソ連でも事件を作った経験が有り、その事件が核兵器戦争の原因に成る可能性が有りました。それで、両国が誤解とか事故で世界中の熱核戦争の可能性を深く考えました。

One result was the hotline.

その考えの一つの結果は、ホットラインでした。

This was a red telephone that directly linked the Soviet President with the American President.  It was used several times, and we may well say, that it helped to prevent escalation into nuclear war.

この赤い電話で、ソ連大統領とアメリカ大統領が直接繋がりました。数回、利用されました。やはり色々な問題で、核兵器戦争への拡大を止めたでしょう。

The Hotline red telephone

ホットラインの赤い電話です。

Truth be told, I think there is a separation in China between military and civilian authorities.  The Chinese government invited former Prime MInister Hatoyama, and chief of the Komeito Party Mr. Yamaguchi to China for talks.

正直に言うと、中国で政府の支配者と軍事司令部の意見が分かれているでしょう。中国政府が鳩山元総理大臣と公明党の山口代表を会談の為に中国へ招待しました。

This indicates to me that the Chinese government is beginning to realize that things are approaching a dangerous stage around the Senkaku islands.

この事を考えると、中国政府が尖閣諸島問題の事はだんだん危険に成っています。

However, this incident of locking on our helicopter and ship with weapons radar indicates that perhaps the Chinese military is not happy, and would like to destroy any possible peace talks.

しかし、このヘリコプターと海自護衛艦に射撃管制用レーダーを「ロックオン」した事を考えると、中国軍隊が平和会談を嬉しくなく、その会談を壊したいでしょう。

The result is that China would lose any Naval Force sent against us, but Japan would also lose many ships.

結果は、中国艦隊は絶滅に成るけれど、日本も軍艦をいっぱい失うでしょう。

All this for an island populated by goats.

それは、ヤギしか住んでいない島の為に良いですか?

But what should Japan do, to help stop war?

しかし、戦争を止める為に、日本が何をしたら良いですか?

I can think of two immediate steps.

まず、二つの事を考えます。

I think we should go to the United Nations, and demand a motion of censure against China.  This is a very provocative threat.  Also, I think we should publicly propose to the Chinese leadership that we establish a "Red Phone" hotline between Tokyo and Beijing.

国連で問責決議を要求するべきです。この事件は、とても刺激的な脅かしです。それと、マスコミで、中国政府に東京/北京のホットラインを持つ提案をした方がいいと思います。

In the international arena, this will show Japan to be a reasonable country.

世界で、こう言う活動で日本が理性的な国と見せます。

Also, we should be careful about depending upon America to solve our problems.  It took America a long time to state clearly that they back Japan on the Senkaku issue.

それと、私達の問題を解決するのに、アメリカに頼る事を要注意した方が良いです。アメリカが尖閣諸島で日本を支持する宣言を出すまでに、時間がかかりました。

And their statements are not all that clear.  They refuse to simply say that the islands are Japanese.

それと、アメリカの宣言はそんなにはっきりでは有りません。尖閣諸島は日本領土の事をはっきりと宣言していません。

Well, we must understand that America is a separate country, and of course they will choose their national interest in a crisis.

まあ、アメリカは別の国です。危機の時に、自分達の国益は第一ですし、この真実を理解しなければ成りません。

There are some Japanese people who believe that Japan must sacrifice it's economy and join TPP to placate America.  Otherwise, America will not protect Japan in a crisis.

日本が自分達の経済を犠牲にしてアメリカを静めるために、TPPに参加するべきと思っている日本人がいます。そうしないと、危機の時にアメリカは日本を守りません。

This is ridiculous.  To the American mind, TPP and protecting Japan are two separate issues.  This is Japanese thinking.  Various Japanese companies in the same field can cooperate together.  If one company took a sacrifice to help the market, the other companies would understand and repay the favor later.

これは間違いです。アメリカ人の考えで、TPPと日本を守る事は全然別な事です。日本人はこう考えます:同じ業界の色々な会社が協力を出来ます。例えば、一つの会社は売り上げの為に有る犠牲をしたら、他の会社がそう言う犠牲を覚えて、後でお返しします。

To American people, this is an alien concept.  They can only understand here and now.  They cannot understand how different companies would cooperate.

アメリカ人にとって、これは思いもよらない概念です。”今”と”現在”しか理解出来ません。同じ業界でも、別々の会社が協力する事も理解出来ません。

So if Japan joined TPP, in the expectation that America would protect the Senkaku islands, this is a mistake.

それで、日本がこれからアメリカが尖閣諸島を守る信念でTPPに参加したら、これは間違いです。

America could easily later force Japan to give the islands to China, in exchange for China buying more US treasury bonds for example.  They would tell us to endure it.

数年後、例えば、中国はアメリカ国債購入のお返しで、アメリカが簡単に、強制的に、日本に尖閣諸島を中国にあげなさいと言う命令が出来ます。我慢しなさいと言います。

With problems like defense of Japan and TPP, we should understand the American way of thinking.

日本防衛とTPPみたいな問題で、アメリカ人の考え方を理解するべきです。

And actually, to American thinking, US military forces are not in Japan to protect Japan, they are in Japan to control Japan.  Americans are afraid that if they do not control Japan, we will start a war again.

正直に言うと、アメリカ人の考えで、アメリカ軍が日本にいる理由は、日本を守るではなく、日本を支配する為です。アメリカ人の恐れは、日本を軍事的に支配しないと、日本はすぐもう一度戦争を始めます。

And in any case, the Japanese military is ranked 9th in the world, we can defend ourselves with out help.

とにかく、世界で、現在の自衛隊のランキングは第9位ですから、別の国のヘルプなくても、自分達で防衛が出来ます。
